Quite often the forum question comes up: I have a project, but I actually want a library. To convert a project into a library there is no usable tool: One has to replace the toplevel type of the project. It should be easier to have a project behave like a library, i.e. it should be possible to reference the project as a library. My ideas:
1) A project is a library is a project. No distinction at all.
2) A project is a library if it has a certain property value tag (similar to what was used for multipart projects). This way, a user can 'convert' a project into a library quite easily.
