Adjust the display of Requirements on Capella Project Explorer

Following is the order to display a requirement's label:

• IE PUID;" - ";Object Text
• IE PUID;" - ";Object Heading
• IE PUID;" - ";Object Short Text
• Object Text
• Object Heading
• Object Short Text

Also add a max len preference value to determine the number of characters to display for a requirement label
