Importing the same Requirement requires the removal of the old Requirement #51

Requirement elements coming from Spec Hierarchy objects with different IDs but reference the same Spec Object should be considered to be the same.

Steps to reproduce:

  1. Create a new Capella model
  2. Import Sample.reqif to System Analyis
  3. Import Sample1.reqif to System Analysis => There are differences in the Model Update dialog

The only difference between Sample.reqif and Sample1.reqif is that Spec Hierarchy elements have different IDS. Spec Objects having identical IDs should be enough.

OK two import done on attached reqif files (Spec Hierarchy elements id are not considered anymore even if they are differenct)
