Update legacy Metabase API to use CPAN::Testers::Schema API #4

Once https://github.com/cpan-testers/cpantesters-schema/issues/4 is completed, update this to use the new APIs.

Instead, we'll make the Metabase shim API use the new report format so that we can get everything in the new format.
