Create Rexfile deploy for new Beam::Runner backend and parse reports task

We need a Rexfile that can:

• Deploy the libraries in this repository (both from CPAN (the deploy task), and from the local directory (the deploy_dev task)).
• Copy all the configuration files in etc/container to ~/etc/container
  • These files will contain all the configured Beam::Runner tasks
• Ensure the user's .profile contains a value for the BEAM_PATH environment variable
  • It should be set to ~/etc/container
• Deploy a crontab that executes the parse_reports task once every 15 minutes.

This needs to be done after #1
