Added SVG badges #116

I recently released Badge::Simple (haukex/Badge-Simple). If you like this module, here is a patch that adds WWW::CPANTS::Web::Util::BadgeSVG (modeled after WWW::CPANTS::Web::Util::Badge) to provide SVG badges.
