The only questionable thing I did was to revert the "prefetch" method in all of the providers to the older version. The newer prefetch didn't seem to work properly, and as a result all resources were being created on every puppet run. I didn't really look too closely into why the newer prefetch was behaving that way, so you may want to review what's going on before accepting it.
I've done some testing with this, and it seems to work fine on my systems.
