Refresh and rescan the notes in the path #209

Trying to work on #125 .

This seems to do the trick, and even works with my notes_as_txt set to a Dropbox directory. May need more testing to feel more confident.

@yuuki0xff Been using this locally, and creating new files/renaming files while running is causing crashes. I think I need to do this differently (sadly, no easy solution...).
