Please read CPIC's warfarin guideline paper that you refer to for details. If you read the paper, you will see that CPIC does not provide recommendations for this drug in the typical standardized CPIC recommendation table, but rather a multi-step flow chart that involves using a dosing algorithm. Additionally, the guideline authors declined to provide mapping tables for all genes involved. Because of these issues, there is no way to represent the information in the standard format in the CPIC database. Instead, users must follow the guideline manuscript.

I was looking through the data dump, as well as running queries against the online CPIC API, and noticed that there are no recommendations for the drug Warfarin / RxNorm:11289.

This came as a surprise as there are CPIC guidelines for Warfarin dosing.
