Expand USACO FAQ #3384

There are a lot of FAQs that https://usaco.guide/general/usaco-faq?lang=cpp doesn't answer that these do:

Reopening because there are probably more questions worth including the answers to in the FAQ. E.g., how to submit (there's already a link to the corresponding module in one of the answers, but maybe it's worth answering explicitly) or where to find test data/analyses. Would be good to run this past some new USACO contestants.
