Currently, .swift-version and the respective GHA steps are set to 5.7.1. Update them to 5.9.

Closing, since this'll drop support for 5.7 and 5.8.

After discussing this issue with the Tuist Core team, I'm reopening this issue, and I plan to bump the minimum support in v2.0.
