Update RNNG #11

@pqian11 says there's a new RNNG version we should use. Update this. At the same time, also look into decreasing the beam size so that we can do tractable evaluation (that finishes in < 10 minutes for a test suite).

Updated RNNG @ CPL remote and triggered a new build in b5c00a28490ce8c133b244a0c5b3fcefd779b378 . Will report back when test results finish.
