My preference is leap_second
. Adding "utc" is redundant. No other time standard has leap seconds (https://en.wikipedia.org/wiki/Leap_second).

The class name "leap" to designate a UTC leap second event is too generic and not sufficiently descriptive.
Proposed change: Rename the class to "utc_leap" or "utc_leap_second", consistent with the naming of "utc_clock" and "utc_time" for other UTC-related classes.
