US 21-053 9.6 [dcl.struct.bind] Packs in structured bindings #493

There has been a need for added pack facilities for a long time. Support for packs in structured binding declarations has been implemented and the paper has wording, we should not make users wait another three years for this facility.

Proposed change:

Adopt P1061.

Paper: https://github.com/cplusplus/papers/issues/294 It was already scheduled to be voted on in Kona, but for C++26.

Approve P1061R3 and send it to CWG for inclusion in C++23.
