Multiple implementers expressed an unwillingness to implement P1774R8 (Portable assumptions); standardizing it will lead to implementer vetos and this does not do any favors to our implementers or our users. The primary objections raised by implementers is that this feature introduces a non-ignorable attribute that has negative field experience with the prior art used to justify the feature.

Proposed change:

Revert P1774R8 as it cannot be repaired satisfactorily in the time remaining.
