US 44-105 24.7.4 [mdspan.syn] Slicing for mdspan #521

mdspan has no interface for slicing, which is a fundamental operation for multi-dimensional arrays. Such an interface existed for much of the life of the proposal, and was approved by Library Evolution for C++23, but is missing from the Committee Draft.

Proposed change:

Adopt P2630, which adds submdspan, a slicing interface for mdspan.

We only had a handful of C++23 things ready for electronic polling in January, and none of them have been particularly controversial. We had consensus to reject this one, so I'm just going to close it.
