**-015 3.28, 3.29 Defined terms should be singular #557

Term is in plural: implementation limits, iostream class templates

Unless these terms are used exclusively in plural, please present them in singular and modify the definitions as necessary. ISO/IEC Directives, Part 2, 16.5.5: 'Terms shall in general be presented in their basic grammatical form (nouns in the singular, verbs in the infinitive).' The term has been modified, please verify that the definition is correct.

Fix by making the terms singular.
