The first such requirement is that they implement the language, so this document also defines C++. Who is they?

The context is:

"This document specifies requirements for implementations of the C++ programming language. The first such requirement is that they implement the language, so this document also defines C++."

Seems to be pretty clear to me from the English grammar structure that "they" is "implementations of the C++ programming language".

Accepted with modifications. The phrase was reworded to avoid 'they'.
