CWG2866 Observing the effects of [[no_unique_address]] #1890

The effects of [[no_unique_address]] are observable (without causing runtime undefined behavior) via constant evaluation. This is inconsistent with the note in dcl.attr.grammar/6 .

That note embodies EWG design guidelines for attributes.

EWG is requested to resolve the inconsistency.
