Poll: P3310R2 — Solving partial ordering issues introduced by P0522R0, forward the two solutions in the paper to CWG for inclusion in C++26. Make it a DR.

CWG 2024-06-27 in St. Louis: Reviewed P3310R2. Instead of limiting the fix to the specification of partial ordering, the deduction rules are amended. That leads to surprising outcomes even when no partial ordering is involved. It is unclear whether EWG has fully appreciated the blast radius of the latter.

CWG suggests to limit the fix to an amendment of the partial ordering rules.

Needs eventual EWG confirmation.
