propose the `make_env` utility

make_env is used to build an environment from a series of [cpo,value] pairs and optionally, another environment.

Usage:

• make_env(with(cpo1, value1), with(cpo2, value2)...), or
• make_env(base_env, with(cpo1, value1), with(cpo2, value2)...)
