Double-clicking Tray doesn't open Properties Page on the same Monitor it is Called from #161

What steps will reproduce the problem?
1. Play any video that loads either XySubFilter Beta or xy-VSFilter on a 
monitor that isn't the primary one
2. Open the Properties page by double-clicking on the tray icon

What is the expected output? What do you see instead?
I expect that the Properties Window opens on the primary monitor (the one on 
which the Taskbar is).  Instead, the window opens in the top right area of 
whatever monitor the video is playing on.

What version of the product are you using? On what operating system?
It appears to occur with all versions, but I explicitly tested with XySubFilter 
3.1.0.546 Beta and xy-VSFilter 3.0.0.211.
In http://forum.doom9.org/showthread.php?p=1638377#post1638377 cyberbeing 
mentioned that this is likely present in the original VSFilter code already.

Please provide any additional information below.
Opening the Properties page on the primary monitor matches the behavior of 
other software (such as LAV Filters with tray icons enabled, madVR, or 
ReClock).  Also, to me, it seems the more logical thing to do, as it opens the 
window on the monitor on which the icon was double-clicked.

My apologies, I should have thought more about this before making the above 
post:

What I meant is that the Properties page should open on whatever monitor it is 
"called" on.  So if it is called by somehow accessing the Player Properies on a 
tertiary monitor while the video is playing on the secondary monitor, the 
window should open on that tertiary monitor.
Same with the above-mentioned case of opening the Properties page via the 
Taskbar icon; because the taskbar is on the primary monitor, the window should 
open on the primary monitor.

Also, this means that a more fitting title for this Issue is something like 
"Open Properties Page on the Monitor it is Called on".
