The decription of download link in BUILDING.md need to update #125

the download link in https://github.com/cpp-io2d/P0267_RefImpl/blob/master/BUILDING.md#xcode-and-libc is for apple MAC, which do not descript clearly in the chapter. It could mislead linux users.
