Update dependencies to bosh-utils and new bosh-agent #6

This appears to be a duplicate of #5. Also, the latest bosh-agent requires changing the agent start script as well as fixing a number of other issues that #5 addresses.

@sclevine I tried to not touch the assets folder, which means that I don't care about the agent which is provisioned on the VMs. But you're probably right that my PR is contained within yours.
