wcscasecmp is not always available on Linux #470

What steps will reproduce the problem?
1. Compile on Linux platform that does not have wcscasecmp()

What is the expected output? What do you see instead?

It should build, e.g. by invoking the fallback clause after 
https://code.google.com/p/googletest/source/browse/trunk/src/gtest.cc#1894. 
Instead, it doesn't.

What version of Google Test are you using? On what operating system?

1.7.0. Various HPC or embedded platforms.

Please provide any additional information below, such as a code snippet.

The only all-purpose solution is a configure-time feature test for 
wcscasecmp(), but amending line 
https://code.google.com/p/googletest/source/browse/trunk/src/gtest.cc#1894 to 
read

  #elif GTEST_OS_LINUX && !GTEST_OS_LINUX_ANDROID && !GTEST_NO_WCSCASECMP

would give people the option to work around this limitation in their build 
system.
