Added a description to each option, including the option codes #14

Added a comment for each setting providing its setting number (e.g., $33 for PWM Freq) and a brief description. Also added a link to the wiki's configuration page (https://github.com/gnea/grbl/wiki/Grbl-v1.1-Configuration) for users to look up more detailed information.
