Move to cps-org #19

For some organizations (mine), it's cumbersome enough to get approval to work on open source projects, that it'd be helpful to settle into a github.com URL before onboarding new contributors.

I expect moving this project to cps-org will also make it productive and convenient to share project maintenance tasks like issue triage, automation configuration, etc. We can always add CODEOWNERS settings if need be.

from my perspective this can happen whenever everyone is in agreement to do so.

As long as you, me, and @mwoehlke are on the same page, let's do it. I'd do it now, but you need someone that has admin in cps-org and admin at last on this repo. I have neither.

If you both have time tomorrow, I'll figure out how to get on slack so we can better coordinate the move (or if you're already on irc or matrix)

I sent the email listed at @dcbaker on github.com an invite to the CppLang Slack. If you don't get it, you can go to https://cpplang.slack.com and get an invite that way. Or email me or @grafikrobot and we'll get you squared away.

We have a #ecosystem_evolution channel there already. It's probably fine to discuss github admin stuff. We can always make another channel if that gets annoying.
