acme tag lines can collapse to zero height.

what the summary says: tag lines can collapse to zero height. when this 
happens, what you see is a double-thickness black separator line between two 
other tags.

this seems to be triggered by button2-click on the square in a column with more 
than 1 window. this normally expands one window to the full height, but still 
shows the tag bars of the other windows in the column. in p9p acme, when the 
windows hidden by this operation had multi-line tags, all but the first line of 
the tag is hidden. 9front acme does not do this, but sometimes hides the whole 
tag of one window in the column.

normally, moving the window below the collapsed tag is enough to show the tag, 
but just now i had a bit more trouble. the bug hit the top window in the 
column, which is rare. i moved windows so i could see the contents of the 
affected window, and yet the tag did not reappear until i moved all other 
windows out of the column.
