Increase Reserve Population in Hirschfelden Not Working? #14

Hey, has anyone had any population issues with this map? I try to use the multiplier and it doesn't seem to be working. I have tried a ton of options and none seemed to have worked. I also tried this with speed/wobble decrease on and off.
