also performed a JSON Syntax sanity check.

thunder client tests are not passing (Exception in CQF tooling) - this is expected and I will retest later this week, since we rely on an update in the tooling. once tests succeed, I will put this into review.

@alackerbauer this looks good, but isn't this supposed to address the 2016 logic? I am seeing 2022 artifacts and an attempt to merge into master.
