Add Github Action(s) for Recommendation Testing #355

We previously used Thunder Client, but that is no longer available as a free service.

Ideally, the process should include:

Build the IG
Run the refresh script
Spin up a CDS Service
Load the test scenarios
Run the scenarios and display any failures
Additionally, it would be awesome if we could create badges on the home page displaying the QA results (Errors, Warnings, and Broken Links)
