Note that this must be implemented according to the guidance for the use of terminology here: http://build.fhir.org/ig/HL7/cqf-recommendations/documentation-terminology.html

Specifically, the valuesets in that spreadsheet should all be generated using the terminology template data provided. Each one will produce two value set resources, one a cpg-expressionbasedvalueset that defines the value set as a compose, rules-text, or expression, and two, a cpg-cachedvalueset that provides an enumerated compose definition of the value set contents (from the -cl (codelist)) sheets.

Unblocked, final content is available, along with the following change notes to the template: Common metadata template sheet upper part is all still good. I’ve added to the upper part a set of code system version identifiers to be used. Please ignore all other version identifiers from the code list (cl) sheets. If I have missed a code system - ask me All value sets use our new distributablevalueset profile. IE: they are all either a compose, or a rules text. There should not be ANY expression type The only value set metadata you should pull are listed below. Ignore the other metadata. description purpose title identifier (where populated) The only two “compose type elements” that should be populated are below. If you find anything else - contact me. Also, I think other than the single code value sets, all compose are intensional. I do not think there are any enumerated. compose rules-text
