  1. The expression language text/cql-identifier is not supported, so can't be validated on Measure-publishable-example.html
  2. The contained resource 'effective-data-requirements' is not referenced to from elsewhere in the containing resource nor does it refer to the containing resource (dom-3)
  3. Constraint failed: cqm-4: 'Group population criteria SHOULD be simple expression names found within the primary library for the measure. The criteria SHOULD NOT include a namespace.' (defined in http://hl7.org/fhir/us/cqfmeasures/StructureDefinition/measure-cqfm)
  4. Constraint failed: cmp-2: 'Scoring must be specified at the root, or on each group'

The following errors are items that I believe to be tooling shortcomings and errors that cannot be solved at this time.
