Add a database of MAC address prefixes to manufacturer names

Two possible sources are:

• Wireshark (GPLv2): http://anonsvn.wireshark.org/wireshark/trunk/manuf
• IEEE: https://standards.ieee.org/develop/regauth/oui/public.html

I've written a simple script to test parsing the Wireshark file and storing the data into several different database types, in order to run a benchmark. I've yet to try out the IEEE file.

The Wireshark source mentions more sources, but we don't want to complicate this too much, probably. :)
