Add support for an additional config file in the user's home folder #220

This file should be loaded after the normal config file, in order to provide some per-user overrides.

This is mostly useful for storing the API keys and passwords securely.

Users can copy the config file to the .golismero directory in their home and change what they need.

Therefore, changing from "feature" to "enhancement" and moving to a different milestone.
