this fixes the footer overlapping with the trending card as well as adds more documentation to the readme for dev environments.

Good work! Since I can't directly modify this PR, can you modify your new readme steps to reflect the fact I've made them both optional now? mail_conf.json is only needed if you're going to put valid information and utilize password resets.
