Unnecessary requirement for user to indicate the minutes of the hour for availability #5

Given that the user can only indicate the start of the hour for his/her available time, it seems unnecessary for the user to indicate the minutes of the hour when setting his/her availability.

We want users to be explicit in entering the time so that there is no ambiguity that the argument entered represents a time.

Reason for disagreement: I recognize that the reported feature flaw does not severely affect the usability of the product. However, the ambiguity that the argument entered represents a time should not be largely significant given that the user has to input a regular date format (dd-mm-yyyy) right before. As such, I think it is fair for the user to understand that he/she is inputting the hour of the day as an argument. Since the product should also cater to both new and experienced users, it would be nice to have an alternative time format that only requires the user to state an hour. Perhaps instead, of rejecting the report, a healthier alternative would be to consider it as NotInScope for purposes of v2.1.
