Cherry-picked a ton of stuff sitting on the filesystem refactor branch:

Add String::getExtension
constexpr the String functions
Rename sdl device backend to sdl2
Add option_enum cmake macro
Add setter/getter for window title
Move editor to external tools dir (not yet an internal tool 😞)
Make math stuff header-only
Add dependency graph helper class
Use dependency resolver for plugin callback order
Rename plugins to modules
