Filename control rename dialog behaves differently than the initial create

Describe the issue

If you enter ü in the file name control on create, it changes it to a u (and similar behaviors for different characters) Rename does not allow you to enter or paste the character.

The behavior should be consistent. The character should be converted in all use cases.

Steps to reproduce

Steps:

Creare a page, enter an ü in the file name control
Note that it gets converted to a u
Rename the file-name, paste ü, and note that you are not allowed.
