Add "Manage Groups" button at the top level #31

Currently it seems the only way to manage asset groups, aside from the system settings, is to actually open/select an asset. You can see a list of group links at the top, above the asset grid, but no means to manage them.

Some of this intentional: the groups are meant to be defined globally because the use-cases they were developed for required unity across the site. We def. need a cleaner UI to interface with that system setting though.
