Output text area doesn't auto sroll #7

What steps will reproduce the problem?
1. Play the game.
2. Scroll up on the output pane.

What is the expected output? 

Output should scroll to bottom.

What do you see instead?

no scrolling.

Please use labels and text to provide additional information.

Auto scrolls to bottom.
Allows for scrolling to go up.
As soon as new text comes in the output goes to the bottom.
