Add experDesign and possibly minMSE #3

Hi, I'm the author of experDesign. Many thanks for considering experDesign @ugroempi. I hope it can be included. Let me know if you have any question or if you wish me to create a PR.

In the README of the package I also mention some other packages with similar intentions. Two of them are on Bioconductor, (and one a github package) but perhaps DeclareDesign which is on CRAN https://cran.r-project.org/package=DeclareDesign is also worth to add.
