Add adaptr package #8

This PR makes the following changes:

List adaptr under Experimental designs for clinical trials
List the accompanying JOSS paper under Key references for packages in this task view
Updates the version to use date of today

Hi Benjamin, thank you for your proposal. However, packages for clinical trials are still in this view but should eventually be in the Clinical Trials task view only. Therefore, I would rather not want to add more such packages to this task view. I hope you understand. Kind regards, Ulrike
