"foster" and "SCAT" are deprecated from CRAN #27

These two packages have been archived more than a month ago. Remove them?

foster is deprecated for more than 2 months and has only two (very recent) archived version. Removed it in commit ddc7e55df6e59dce8fe8adae17289ce351b43aff.

SCAT is deprecated for more than 2 months and has only two (old) archived version. Removed it in commit #b90ec28a12eceaff90d6b98b149be91235092ab8.
