Testing time too long for ER #19

Testing time for suspected patients (4 hours+) is longer than treatment time in ER. Treatment time should be as short as possible to prevent time overlap with infected patients. This means a patient cannot be tested before treatment in ER (for non-covid-19) starts.

expensive solution - 30 minutes test kits available, but may be too expensive for use at ER level and volume
