Formatting cleanups, mostly whitespace #27

This mostly cleans up various .c files that had clang-format off directives for something with no clang-format on directive following when the reason for disabling formatting no longer applied. This resulted in a fair bit of code having mixes of spaces and tabs. In some cases the off directives have been removed completely, but mostly corresponding on directives have been added, as appropriate

Definitely on me; at some point my auto-save hook to trim white space went away without me noticing (I think when I migrated computers). If you don't do that Emacs does automatically add inane amounts of white space in the weirdest of places.
