[Bug] Ability to change enchantments repeatadly unlimited times. (Unsure if bug or intended feature)

Describe the bug I've only tested this with chests in minecarts, which is why I'm mainly going to talk about the custom enchant books with chests in minecarts. The bug is bassically, if you find a chest in a minecart with naturally spawned enchanted books in it you can either repeatedly close & open the chest in the minecart with the book inside and you will notice that the enchanted book constantly changes, or you could add more random custom enchanted books that you have into the chest and do the same by closing and opening the chest and it will constantly roll the enchantments and give out a different set of custom enchants every time. I know this sounds confusing, which is why I made a small video showing it. I am using the default config.

To Reproduce Steps to reproduce the behavior:

1. Find a naturally generated chest in a minecart that has custom enchant books.
2. Open and close the chests inventory.
3. Notice the custom enchant changes each time this happens.
4. Add more custom enchant books and the same will happen.

Expected behavior For all the enchanted books to stay the same no matter how many times I open/close the chests inventory.

Confirmed it happens with every contained and not just enchanted books. Even items with any enchant, it randomizes it.
