Soul Speed Enchantment not working #131

Describe the bug: Soul Speed 3 not working when applying enchanted book to boots via anvil, the command "/enchant soul_speed" is not listed too.

Vanilla or without the plugin lets me combine the boots with Soul Speed book.

To Reproduce Steps to reproduce the behavior:

Get a Soul Speed enchanted book and any boots
Use anvil and combine the boots to the book.
Use the command /enchant soul_speed while holding the boots.
