NG: Refactored content about client/tools/connectivity options to dedicated section

In order to maintain corresponding topics at a central place, no matter whether they are concerned about CrateDB Cloud or CrateDB Self-Managed, connectivity-, client- and integration-options have been refactored into the canonical repository crate-clients-tools, which got a thorough facelift, so it can present the corresponding content with a more reasonable appearance and guiding.

Dear Hernan,

thank you. I just amended the patch so that the index location at howtos/connect-to-cluster/index is the same as before. In this way, the location will be roughly the same like https://crate.io/docs/cloud/howtos/en/latest/connect-to-cluster/ [^1], only the individual subpages would be missing.

[^1]: Modulo the shape-shifting which will be happening anyway, when this repository will be linked into the documentation tree instead of the previous individual ones cloud-reference, cloud-howtos, and cloud-tutorials. On this occasion, we will have to take care about adding proper redirects anyway, so I am linking this to https://github.com/crate/infrastructure/pull/3040#issuecomment-1662195567.
