This patch aims to bring the CI environment up to speed.

Upgrade to latest SQLAlchemy 1.4.41
Upgrade to latest CrateDB 5.0.1
Always use the current latest SQLAlchemy release on GHA's "nightly" job
~Add support for Python 3.11~
Add dependency package caching per GHA's actions/setup-python
